Built in 1686, on a rock in Miramar beach, now belonging to the sea, now to the land, the Chapel of Senhor da Pedra underwent improvement works in 1936, in the middle of the Second World War. According to one of the panels, it is believed that the chapel initially received pagan cults from pre-Christian peoples, of a naturalistic nature whose deities were venerated in full nature, having subsequently been converted to Christianity. The pilgrimage to Senhor da Pedra is one of the most traditional both in Vila Nova de Gaia and in the parish of Gulpilhares. It takes place annually on the beaches of Senhor da Pedra, on the Sunday of the Holy Trinity, and lasts until the following Tuesday.

The 210,000 square metres garden was completed in September 1968, and has been open to the public since 1 October of the same year, except when it is used for official events. The Toukagakudo (Imperial Concert Hall) and Sannomaru Shozokan (Museum of the Imperial Collections), as well as buildings housing the Imperial Household Agency's Music, Archives and Mausolea departments, are located within this garden.
